It has nothing to do with being black.
If the person thinks they are thug - we have white dudes, Black, Mexican, even wannabe Viet thugs - and they are the type to mean mug you, they WILL walk slow and it has nothing to do with wanting to get hit to collect money.

i walk everywhere too and i don’t get why people in cars are in such a damn rush. YOURE IN A CAR, anywhere you can go in 10 minutes takes me an hour to walk to, so shut the fuck up.
it’s not just white people who act that way while driving either, blacks do the same shit.
i remember crossing the street one time and these black people were beeping at me so i flipped them off, then they pulled up in front of where we (me and a couple friends) were walking to and got out of the car like some tough guys. except that i was standing in front of my friends house and a bunch of people were sitting in the backyard so i waved over about 6-7 of them and then the black guys didn’t feel so tough anymore and got back in their car. the end.

Any walker can walk as slow as he/she pleases, I’ll just drive down the side walk at the posted speed limit.
And from my perspective, whenever I’ve seen someone walk slower-than-normal in front of me, it’s when I’m on my way to work. The last thing I need to be slowed down by some idiot with no place to go (because if they DID have some place to be (like a job) they’d be walking faster).
PS, I let a black man cross the street today and he practically sprinted across. And around the same corner a few weeks ago, I let a black guy with 20" dreads and “Jamaican” clothing cross the street and he trotted quickly, waved then when he got to the other side, he stopped, waved and mouthed “thank you” to me.
