It’s devoid of stars because there is no atmosphere on the moon. Seems paradoxical but… if you were to go up in space in the space shuttle you wouldn’t see any stars out in space either. I don’t know why that is but, I think maybe it’s because the sun is so bright and earths atmosphere reduces the glare so we can see the stars. But I’m just pulling that reasoning out of my ass so. As for motive that doesn’t jive. The US’s spending is so crooked they don’t need to try and hide funds in such a stupid way. I think spending for the army is 90 billion a year, 120 billion for air force, and around 90 billion for the navy a few other divisions each. It’s insane.
