They’ll find another person or entity to direct it at. Lately, Israel has worked pretty well.
All powerful in their own right, but I still consider the U.S. President to be the most powerful person on the planet.
Nobody else listed has the ability to destroy the planet in a nuclear holocaust, as one example.
Just look at what Bush did to our country and the world, and that was (presumably) without malicious intent.
