So I’ve recently started living out of home and buying all my own food.
I bought some long grain rice the other day. 28 grams of carbs per 100 grams.
I bought jasmine rice last night,78 grams of carbs per 100 grams.
Why is there such a massive difference? 78% seems awfully high. any advice for future rice use?
I do use rolled oats for breakfast and alternate between rice/beans for my other carbs.
This is quite the situation we have here.

Different Nutritional content.
Eat the one you like and just count the calories or carbs for that particular variety.
I live in Asia and an average serving of white rice with your meal, no matter the type, is roughly 4 cups cooked.
Personally, I like a mix of black, brown, and jasmine. I make it simple; One cup per meal if it is offered.
Sure you’re not comparing cooked vs un- cooked 100 grms?
Usually speaking grains have 70-75 grms of carbs per 100 grams, uncooked.
4 cups of rice per sitting? thats anywhere from 600g-800gram of rice give or take?.

Thats what is served here. I eat one cup and pawn the rest off to family. It is an Asian staple.
Fair enough, I thought you meant 4 cups for one person.
