It turned out to be bluish color upon breaking too.

The way I see it from all the information you’ve provided is that you’re clearly in the higher position than he is. Aside from the fact this sucker is basically your bitch (he sought your help, which is why he rents under you for a cheaper fare, and most recently, you smashed his god-damn window). The sole fact you’re already helping him financially gives you immunity for relatively minor “accidents” like this where the damages aren’t really significant.
The only foreseeable down-side to you is that he ends the friendship and leaves, which could actually be a good thing for you.
I’m going to make a judgement call and say he doesn’t have any gang connections so you probably don’t need to worry about retribution if you don’t pay the guy. In fact, you coming from a Russian, South American background, probably have more possible connections.
