Uh… look at the video. The light is clearly red. In fact, pedestrians were already almost halfway to the center of the intersection on the opposite side.

It’s red going in the opposite direction. And i think the people you are looking at are on the sidewalk on the other side. Or driving on scooters or something. I just watched it again and i guess the guy on the scooter did have the right away because you can see his light turn yellow after he gets hit.
I remember watching this one a few years back. Must be so damn painful. I’d probably pass out hah
