No, the mistake you are making is you are looking at this with the Judeo (and later Christian and Western) idea of religion and the state being seperate. (Ancient Israel and the Torah set/sets up the government and the religion seperately - only to “reunite” with the mosiach. The closest Western world came to this was the Papal states, and that’s not exactly right, either, in that the government was still much more distinct.
