In the Squadren Supreme universe Shape was a villian who was mentally retarded he was used by the villians and the like he was reprogrammed to be good by the Squadron when they took over the world and made a utopian society. I guess they kept him with Downs Syndrome in the Max title Shape (comics) - Wikipedia
Also he is based on Elengated Man of DC’s Justice League(or plastic man depending on who you ask)

Not the same idea no, and that poses its own problems: the difficulty with making this character the black Batman is how they intend to establish Batwing as a hero in his own right, and not have him come over as second best to the real McCoy. Having him as a member of Batman, Inc. doesn’t bode well - is it more likely that it’s a democratic organization of Batmen of various nationalities, or will the original Batman be calling the shots?
Don’t forget they tried this before with Superman and Steel; Steel never came into his own because of his ties to a much more popular and well-established hero that, due to the nature of his character, couldn’t be severed.

That’s precisely the problem. He’d be like Tony Stark. What happened was that Steel was a mash-up of Stark and Superman. The movie version was even worse because they couldn’t even use Superman in his fucking origin. As for his armor, Stark did better by building a suit out of junk while trapped in a cave in the middle of the desert.
In contrast, Jim Rhodes isn’t the black Iron Man because, even though Stark gave him his “powers”, Rhodes kicks ass on his own terms - both in and out of the suit.
