I don’t think it’s an access issue. It’s a resources issue. No reason to visit and take up extra resources (police, roadways, airports, etc) at this time when they are still responding to the acute crisis. Give it a week or so for the acute crisis to pass, and to gain a better understanding of the scale of the problem and the weaknesses in the response, and then make a visit to tour the destruction and announce a plan to address their shorterm needs and rebuild long term.
The same folks who always try to jam up any kind of federal funding/spending increase. Will likely hold it up by demanding Ukraine funding be cut to pay for the relief or will hold it up so trump can use it as a campaign talking point (ie blocking bidens bipartisan immigration bill earlier this year). My money is on gaetz.
