It amazes me to see (usually the same) people, after every new article, write: “Great. I’m starting this today!”
Most people are training without any structure or actual goals. I bet fewer than 1% of T-Mag readers have a yearly - hell, quarterly! - periodization program.
It used to be that the T-Nation audience was mostly comprised of sophisticated lifters who wanted to get bigger and stronger. That’s not the case anymore.
(In a way, that’s a good thing. So long as these dweebs are buying supplements and thus giving Biotest more money for R&D, I hope they stick around. Then again, I remember reading in an old Locker Room thread that most of these dorks who ask highly-paid coaches for free advice don’t even buy Biotest supps. Pathetic.)

You are most likely in no danger of EVER being built like an IFBB pro even with gear nevermind naturally. So not having that as a goal is a moot point. All the work and proper nutrition you can imagine will still be necessary to make ANY kind of physical transformation on yourself.
To directly address this thread. You need more food. Any way you want to look at it the effect 1700 cals a day is having on your metabolism is counterproductive unless you want to place in an upcoming Mr. Somalia contest.

Actually yes, I bet it would be. However, it would be “eat more clean food” and “less junk food”. Followed by a healthy dose of “train hard” and “lift really heavy shit”.
And seriously- 215 with a 40inch waist? Are you only 5’ tall?

If you have slowed down your metabolism to a crawl by barely eating anything at all, the answer is YES. More specifically it would be to spread meals out over the course of a day using smaller portions. It would also be to clean up your diet and get rid of all junk food. At 215lbs, if you have a 40" waist, it points to you having very little muscle mass to go with that frame. Therefore, the advice would also be to lift weights regularly with a purpose instead of simply going through the motions.

I gotta give you credit man. As much as you hate this type of thing you usually do hold out hope that a guys gonna wind up being serious and offer some advice. I know where you’re comin from. I’m not ready for an after picture, but there is a startling difference in my appearence from 6 or 7 months ago and I get asked all the time at work.
I’m still waiting for the very first person to even take one syllable of the advice I gave them. It gets old. No specific reflection on the guy who started this thread.

I have been listening. I keep my calories between 1800-2400, I get at least 150g of protien,at least. I take an omega three supplement. I eat veggies or fruit with every solid meal. The fruit is usually with breakfast. My diet may only be decent but it’s a lot better now than before I seen this sight. The most difficult thing to deal with is family.
I was told that I should not do deadlifts if I wanted to lose the waistline. WTF?
Apparently people think protein before bed is bad too. It sure helps muscle recovery, IME.
I am listening and I buy Biotest supplements, when I can.
