16.25" cold, which is almost .25" better than a month ago

I remember seeing an article somewhere explaining the proper technique for taking body measurements. Does anybody have this information?

The prescribed method used to be holding your arm out parallel to the ground. Your hand was open with fingertips pointed at the ceiling and the upper arm unflexed.
