Honestly, sympathies all around but I have to say…
The whole of America and beyond is going crazy about this incident yet when Tupac Shakur was shot there wasn’t this incredible tirade to get justice. Granted maybe street justice got the dude/s who hit him up but still…

A few problems with your thought process:
Define “incendiary hate speech”. What would be the bench mark for this? What will your standards be and how will we measure them?
How do you, after completing the above task, plan to “hold them accountable”? Toss the perpetrators in jail for their speech? Fine them for their speech?
Who will you place in charge of enforcing these standards on people’s speech?
