Not sure about the specific stretch of road in question, but there are plenty of roads with minimum speed limits posted and even if you aren’t doing anything particularly against the law, you can be ticketed for interrupting the flow of traffic and/or wreckless driving. IMO, this makes drunk driving laws somewhat pointless.

I agree it is absurd for the ticket, but it is also absurd when someone is going 2 mph under the speed limit in the left hand lane. Slow traffic keep to the Right. In Texas if someone passes you on the right when you are in the left hand land going under the speed limit, but above the minimum, you can get a ticket for being in the left hand lane. [/quote]
