You might need to clarify the “they” you’re referring to. If it’s the CDC Director and pharma companies, then yes.
Let it out, man. These are stressful times.
I think that’s a fair response. Ultimately, we’re all going to have to weigh the risks and make a decision with our doctors. I think for a lot of folks, zipping through Phase 3 is going to weigh into that risk management decision. Hopefully the vaccine is a smashing success. I haven’t made up my mind 100% for myself or daughter, but my inclination is to let the “early adopters” work out the bugs.
That’s the strategy I’m playing with returning to school. Let everybody who wants to jump into the mix jump. My wife was a teacher in this state for a few years, and I’ve gotten the kid to linear equations by calling them “math mysteries! Solve for X!”.
Basic precautions have gotten me this far, aside from the bout with viral pneumonia/shredded throat/etc. that wasn’t identified in time.

These “3 things, spelled out very simply…” seem to deal with responsibilities of the Secretary of the Department of Health and Human services, and the CDC.
HHS Secretary is appointed by the President and serves at his pleasure. Plus, 42 U.S.C. § 217…
President may use the Public Health Service to such extent and in such manner as shall in their judgment promote the public interest; or President may by Executive Order declare the commissioned corps of the Public Health Service to be a military service
We good now? Or, are you going to continue to argue the President doesn’t have legal authority to do anything to address a public health emergency?

Yeah, probably. Those are two different conversations. Knowing the breadth of options is not the same as knowing which option(s) the President should go with.
No clue. I’d have to defer to health policy experts on that.
