I can’t seem to find the thread where we’re discussing how the Fins, Eagles, Bears, Chiefs, Redskins, Raiders, Texans, etc are breaking the league rules by submitting offers to players under contract (they can only discuss numbers). Or are we just waiting for the Patriots to do it before we call it ‘cheating’?

NFL is investigating. Here’s a copy of the email that went out to the teams this AM:
Clubs were advised of the rules for the three-day negotiating period in PP-23-15 (attached). These rules include limitations such as that a club cannot make an offer; or enter into a written or oral agreement of any kind, express or implied, or make promises or representations of any type concerning the terms or conditions of employment to be offered to any Unrestricted Free Agent for inclusion in a Player Contract after the start of the new League Year; or provide assurances of intent as to the future execution of an NFL Player Contract. Clubs were further advised that Any attempt to undermine the purpose of this negotiating period may be considered conduct detrimental to the League. At this time, the League office is beginning investigations into a number of reported agreements with clubs. Violations by teams who are not the Patriots will be dealt with accordingly.*

Bears actively shopping Cutler, response so far has been underwhelming. There was a rumor over the weekend that the 49ers were interested in moving Kap (since vehemently denied by the GM) and that the Bears were suitors.

Seems to be a trend now to retire a bit early while your health is still there, especially in the face of recurring/nagging injuries(like Willis’ toe has been).
As a fan it’s a bit meh because we’re losing seasons of great athletes, and Willis had a chance to be one of the great all-time LBs, but I can 100% understand the decision. Dude has made his money, made an imprint on the game, and doesn’t want to risk going on there and laying a dud or struggling through injury for the rest of his career.

The Bears would in exchange for Cutler and his contract. I think Kap is $16MM for one year and Cutler is guaranteed $25MM for 2 years.

I can’t remember how it works entirely, but the only way Kap would get the maximum out of his contract was if they won the Super Bowl LAST year. I think it was each year they don’t win the SB his salary goes down, but once they win it becomes locked and doesn’t decrease in any subsequent years.
