I am basically always armed in the USA – because people randomly try to beat me up or one time, stab me for riding the subway, every couple of years. (I am visibly Jewish — kippah, beard, etc). It would be irresponsible as a father for me to not be able to protect my family.
All of my daughters of age have gone into the military. All are more than capable of defending themselves.
In Israel, most people are part of some sort of civil defense network — food, gas masks, weapons, to shelter in place and responsibilities and duties in the event of an attack.
We train and drill with some regularity.
Now, a zombie attack is a silly thing, but preparing for some unknown catostrophe is to be a good citizen.
If everyone in the USA (like most everyone in Israel) had food, medicine, weapons, etc, to shelter, secure areas (e.g., bomb shelter) and a well-estabilished civilian civil defense network (e.g., duties and obligations to do things in the event of disaster), there would be little or no civil unrest after a disaster.
I hate to break it to everyone but a major USA city or two, a major European city or two, and certainly a major Israeli city will be nuked in your lifetime.
Katrina and the botched Houston evacuation should serve as a wake-up call. People need a plan and preparation.
Even nuclear attacks are survivable events for most everyone not in the immediate blast zone with some basic education, training, and preparation.
Without it, people will eat each other like real zombies.
