Our 2nd-best-ever was Prime Minister during the East Timor genocide in the 70s when we gave more arms to the Indonesians than any other country except the USA. We also voted against UN resolutions condemning the attacks. Canada was also the biggest arms producer in the world per capita at the time, I don’t know if it’s still true or not now.
