What is a Normal/Optimal LH lvl?

Hi
I wonder how low LH is considered secondary?

Most my tests of FSH/LH have been around

FSH: 1.0-1.5 iu/l

LH: Mostly around 4iu/l, one around 5.7iu/l

Is it likely im secondary?
