It just looks like a shitty packaging job from an UGL.
Is it a 1 mL bottle? If so just uncap and draw. If not you may want to invest in some rubber stoppers (10mL bottle) and recap it.

Just pry out the inner ring with a knife. The rubber stopper is underneath. Standard packaging. Test looks legit.
