Volume-Based Hypertrophy Training

Hello,
It is mentioned here that “Muscle damage, which is not a driver of hypertrophy like once believed”
However, in a Tnation document about hypertrophy, it was mentioned “the more muscle damage, the more mTOR will be activated
powerfully. This will then stimulate muscle growth more strongly.”

I am a bit lost with these two affirmations, if someone could clarify ?
