In theory it could have been great for him politically - a chance to step up and really take on a crisis and win and give the country something to cheer about (which might turn around his flagging ratings, which recall were not good even pre-COVID).
Instead, he lied, he exaggerated control and success, he whined when things didn’t go well, he insulted hardworking experts who dedicated their lives to fighting these kinds of problems, he blame-cast, he sniveled, he threw tantrums.
In other words, everything you don’t want to see from a leader in a crisis.

I also don’t think it’s Monday morning quarterbacking to be pro test. That’s something the President is still complaining about. We shouldn’t be mad that we are testing if anything we should be mad we aren’t testing nearly enough.
Also not Monday morning quarterbacking to not drag doctors and scientists at every turn and take a divisive tone instead of a United one.
None of that would solve the puzzle but I took your what would you do as what would you do differently and not right now.
The problem is, not really. The US was well behind the rest of the world in terms of response time on stuff - and we lost around two months while we dithered with the whole “it’s under control, going away by Easter” nonsense.

You can’t stockpile that which does not exist. Manufacturers don’t just run production full throttle 24/7, and sit on millions of dollars of finished inventory for about a kajillion reasons.
And tests- Which ones? The ones that also didn’t exist, or the ones that weren’t worth a single shit?
That coupled with the fact that flawed testing isn’t preventive, why bother?
