At any rate, I don’t see how you can expect to make much hay out of the fact that Dems from conservative districts elected to buck the POTUS. In point of fact, they very likely did it with the blessing and permission of the West Wing, which would much rather keep a Dem seat in a conservative district than exchange that seat for a vote on a piece of legislation that’s going to pass without it.

Well, you’re now making my argument for me. If you’re right about this, you’re conceding Obama wanted a more partisan, left-oriented budget but told moderate Democrats “hey, I know this bill is too far left for your constituents, so you have my blessing to vote against it for politics’ sake to save your seat.”
Yes, precisely my point. Obama was not committed to a “meet in the middle” approach - he submitted a budget he wanted and was willing to take the risk of losing moderates.
By definition, a bill submitted by a party that runs the risk of losing that party’s own moderates is not a bill that the other party is being included in.
