What do you mean by “smuggling” and “black market”? There are no borders between EU countries in the free travel area (Schengen area) but there are borders towards other countries, which means that outer borders by the EU are protected by the respective national border services and Frontex
EU guarantees a free flow of people goods, and services which means that a EU national living in Poland for example can order goods or services from let’s say a Spanish-based company without a tax, tariff or any kind of customs fee.
He’s also free to work in other EU countries (hence the stereotype of the Polish plumber in the UK) and non-EU signatory countries such as Switzerland and Norway which has dramatically increased intra-EU migration as well as seasonal migration (Romanians in Spain, Balts and Poles in the UK etc).
Also, from available data it seems that a lot of the internal EU migration is temporary - skilled workers working for a specific time period (several years for example) in another country before coming back or changing the destination country.
