I have no idea if they mentioned it in the cartoon canon, but it’s definitely referenced in the transformers profiles inside the instruction manuals for the toys. Some decepticons like Megatron could change mass and volume within a given limit.
I’m like 32 but I can’t remember much about the Transformers, except the blurb

No, I am referring to ShockWave. Maybe he isn’t literally “quiet” (he wasn’t in the series much). All I know is he was pretty high-ranking in the Decepticon ranks and was just generally not discussed / featured much.

Starscream THOUGHT he should have been leader. But he never was, nor 2nd. He may have been 2nd in command in the “away team” sent to earth, but I don’t think that was even the case.
