how would you go about making an applicating cream or solution from these products? Simply take the cap apart and dissolve it in water?

just take it apart and apply i think. The dispersion gel allows for direct application so DMSO is required, but according to Bill Roberts warming it to 113F and applying over a large area would help.

They do but the laws surround how the end product can be marketed under.
