Screen is the only real answer, barring that use repellent. I never found citronella to do much.

As an aside for those that spend time in the woods where there are deerflies, I have been using these http://deerflypatches.com/ and they work awesome. I had 48 flies stuck to one after a five mile hike.
Carpet tape works just as well.
I thought of that but it is not nearly as sticky, this stuff is almost gooey on the exposed surface. I’ll have to try the carpet tape though, it is much cheaper. I have been cutting these in half to spread the cost out.

I hadn’t seen the really gooey ones. Those prolly do work better.

Here’s a tip: Put a pinch of sage in your boots, and all day long the spicy scent is your reward!

My balcony is pretty nice: LARGE, third floor, immediately in front is a marina open on St-Lawrence River.

The onslaught of insects is nature’s way of telling you that you’re a posh bastard.

You can get one of them 'bug zapper rackets and have oodles of fun. I put bug killer on my lawn, but being by water, I am not sure I have an answer. Some shit called ‘Telstar’ is supposed to be the best and is expensive and hard to get, but it won’t help much with flying critters.
Borax is great for roaches. Sprinkling it on carpet and like ‘Love My Carpet’ will help inside especially with fleas and gnats.
Check for nests, wear lots of deet, a get those citronella candles. Maybe making a borax barrier around the balcony will help, make sure you don’t have any nests underneath.
Also, don’t put flowers and shit out there that attract bugs. Put out those plants that repel them.

Oh yeah, and dig up and move that body…

I work in disease vector entomology (bugs that cause disease) and here’s what we tell the public to do if we’re in a position legally where we cannot help.

 1. Start beef with the Marina. They’re supposed to be doing bug maintenance.

 2. If they aren’t going to do anything about it, contact your apartment maintenance people, they should be doing the same thing.

 3. If they aren’t contracting a service then you can check with the county to see if there’s Mosquito Abatement for your township. If there is, paid for by your hard earned tax dollars, demand they start coming out to your location. If they tell you to pack sand, say:

“I’m under the impression that Culex Tarsalis Mosquitoes live and breed in these waters, and I’m heavily concerned with contracting West Nile Virus.”

If they tell you to get a candle, tell them to get a shovel handle and shove it up their ass.

And then go in splitsies with your neighbors suffering similar issues and buy one of these, or something close to it.

You know how we all have a buddy that has a good moving truck, and another buddy who has a couple solid chainsaws, and yet another who keeps a plasma cutter in his garage?

You’d be the guy with a resonant pulse jet engine thermal fogger.
