Also @Frank_C and @T3hPwnisher I had some pipe laying around and cut it into two pieces that fit inbetween the rack and it works great for dips. Thanks!

First PT appt today. I was given a list of exercises and told to come back in 2 weeks which is great considering the cost but I feel like I still dont know what the heck is wrong. She didnt believe it was nerve induced so idk. Gotta be a reason my arm has 0 strength overhead all of a sudden. In her defense she probably told me exactly whats wrong and I missed it. She gave me a ton of info and I processed almost none. My appt was right after a 24 hr shift. Oh well hope it works because Im over it!
