All she said in the summary was "I have ended by believing that we will never met our expectations of public education unless the federal government is willing to play a consistent, long term role"
You may disagree with that, which is fine, but it isn’t the same thing add “further involvement.” I would want to know what level of involvement was going on in the late 80s and how has that involvement changed since then.
