Because they have a psychological addiction which is different from a physiological addiction.
Possibly their addiction is actually to self destructive behaviour not to the drug.

Yeah, I think you’re right at that level of taxation. There is a clause in the bill stipulating that the levels could be adjusted in order to maximize state revenues and minimize illegal activity.

Seriously. I knew kids who flunked out of school because they couldn’t put down the video controller, or who got fired because they just didn’t want to come into work. I also know kids who excelled academically and live busy, productive lives despite regularly using pot.
