I’ve seen a few of these wasps around this part of Pittsburgh. Apparently they came, or were brought here, for the cicadas. They are fucking enormous, and their stingers are about 1/8" long.
I’d definitely take the wolves.
Depends on the size of the swarm, but reckon I would take the wolves. Though being in an open field means I would probably be fucked either way. Would be a little different if there were some makeshift weapon nearby or somewhere to climb to safety.

In the worst-best of ways.
I’ve been stung by giant asian hornets. It was fairly painful and there was quite a bit of swelling. It hurt much less than being punched in the nose.

They are not the same thing. Cicada killers are scary looking but won’t sting unless handeled roughly. Like someone would handle one.
