This makes perfect sense to me. I wouldnt tell anyone if i saw someone robbing a store (not the fullout “PUT UP UR HANDS” robbing, but the silent “takes a piece of food and hides in coat” robbing). BUT if someone was a serial killer, rapist, or if someone got seriously injured, i would report it.
