And what do they use? The weapons may be manufactured by a defense contractor but the money is provided by the federal government. Without the funds provided the weapons could not be sold or even manufactured. So no, in this example, the products are provided by defense contractors. However, it is the government that acts as a catalyst to start this transaction. Without their funds and the demand for these products the defense contractors would probably fold.
