It actually makes sense.
They have very small washing machines and smaller driers. Sometimes to save space they combine the two units into one extremely inefficient unit which would be considered huge if it could hold 6kg of washing and 3kg of drying. Washing the sheets becomes a serious undertaking, it could literally take a day. You may be better off going to buy a full new set of sheets.
To save resources the government has had no choice but to ban anything which could stain the sheets.
