Specter Bill and FISA

Interesting article in the Legal Times by John Schmidt, a former assistant attorney general in the Clinton administration, arguing for the Specter Bill, which would amend FISA and essentially lay to rest any doubts about the legality of the international wiretapping program:

Schmidt argues that the President has the inherent executive authority to conduct surveillance on foreign agents and that FISA did not limit such authority. From that perspective, Schmidt argues, enacting the Specter bill would be a good thing, although not a necessary thing. A very interesting piece – read the whole thing.
