Black diamonds are used industrially and relatively common, while actual jewelry grade diamonds are a small fraction of the entire diamond supply. Said supply is indeed kept purposely low, I believe DeBeers controls something like 70% of the diamonds and purposely restricts supply to keep the price inflated.

It was my understaning that jewelry grade diamonds are not that rare and the supply of them would also be plentiful if not for DeBeers. But maybe not.
They can also make diamonds from peanut butter.
