No, it also goes to bureaucrats and various other sorts of nefarious administrators and people carrying guns. Someone must be getting paid to lick the stamps and keep the plebes in line.
It is quite well documented the majority of tax monies gets spent on administrative costs. Google it.
The point is that taxation does redistribute wealth upward – and very little of it goes down.
Also consider the war on drugs and the military industrial complex. Lots of money goes to those people as well. I wouldn’t call that downward distribution.
You haven’t addressed my point Push. Regardless of whether taxation distributes wealth upwards, inflation most certainly does. This means you were incorrect in your assertion that there is no upwards wealth redistribution going on.

It’s funny because I do talk politics with strangers quite regularly - usually just in the form of ideas and not about the politicians themselves and people ask me if I have ever heard of Ron Paul.
I don’t have to mention his name. People understand his ideas and already know it.
