So they’re not citizens, still can’t vote, but can work, and not be deported.
Also, have been here illegally, eg without documentation, working for cash, eg not filed taxes, don’t own property, eg more paper trail and will be given amnesty if they can prove they’ve been here for 5 years.

Given that Obama hasn’t been deporting illegals

What’s the incentive for these people to want to start filing taxes, being hassled to file paper work, and make less money (due to filing taxes) and any other associated fees/back-payments?

They came here illegally because they didn’t want to go through the proper channels. It was a “hassle” to legally immigrate, the process which they subverted, so why would they bother to claim their presence now?
They established themselves, and their families.
Their is little to no threat of deportation, currently.
This is political pandering.

Yeah, I have a huge problem with him doing it with executive order, that’s is a massive over reach of power. No president likes to work with congress, if he did, congress wouldn’t be doing its job.
It’s supposed to be hard passing bills, the checks and balances are there to ensure that it does not happen willy nilly.
I do not know if the judiciary can do anything here, he may be riding that tight rope just well enough. Nevertheless, it’s an abuse of power and he needs to be checked in to the boards for it.
And congress does need to get off their ass and get a proper immigration bill in place.
