Your right about it being state sanctioned, I only know from the Iranians I have met (used to work for immigration in Australia) and a trip to Iran a few years ago. Basically they get a girl, usually the older the guy the younger the girl and they take the girl to their holy men (Islamic versions of priests/Rabbi’s) and it is the holy man that will start the bargaining as to how long the girl will be a Salee wife.
Usually the girl/woman will already have spoken about it but its just before/during the “marriage” that the real term of contract is nutted out. Also more often than not the man will pay (a lump sum) the woman either within the first few months or mid way through (this is for longer marriages),… But you will find that the women usually fuck off once they have all the money they think they will get…
Thats all I know from what people have told me and what I have seen.
