OP, ‘muscle implants’ have been around for awhile. The earlier ones did, in fact, make you much stronger-- superhuman, in fact. Alas, they were very expensive (in 1970’s dollars) and didn’t really improve your physique much.
They were developed by the military to enhance the best of the best.
