There are stars on the top of every article. How are these stars given?

At the bottom of the article there will be a link saying ‘Rate’…smack between ‘Discuss’ and ‘Add Favorite’.
In the article discussion thread (as with all threads), there is a ‘Rating’ link to the right of the thread title up at the top.
