Looking to lean bulk should I cut more?

I’ve cut a bit, I’m 165lb 5’9. I like to stay lean, so lean bulking is what I like. I see online that 15-16 percent can be a good cap to stay lean and making cutting easy. I am not sure my body fat now but I would like 15-16 percent to be the cap for me. Thanks all
