Yea, Cartman was a parody of him throughout that episode … Glenn Beck’s a political commentator (conservative/nut job … btw I’m pretty conservative myself and I find this guy to be a crazy sumbitch/fear monger) on Fox News here in the states.
You have to be familiar with him to get the joke and it’s a little complicated/not worth it to explain why it’s funny. It’s like if you have to explain the joke it ceases to be funny, so, i’ll let you just enjoy it for the reasons you did, and I’ll enjoy it for the reasons I did … and we’ll laugh together; sometimes for the same reasons but sometimes not for the same reasons
