Larnaca conference 1994 held in Khartoum and presided over by Iranian Sheikh Hassan al-Turabi and Ayatollah Ahmad Jannati (and) senior members of Iranian intelligence. 'Khamenei’s representative(Jannati) informed the conference that Tehran had resolved to “retaliate directly in a way similar to the World Trade Centre operation.”

Later that month Iranian intelligence organised a summit meeting…convened by al-Turabi and Ayatollah Jannati. Participants included senior Iranian intelligence officials, a representative of Ali Akbar Mohtashemi, the HizbAllah, Saudi Islamists - including Osama bin Laden - and leaders of the Muslim Brotherhood.

Emissaries (were sent) to the United Kingdom and the United States to notify local Islamist leaders of the resolutions and to instruct them about future plans and their respective role in them.

'On September 20-23, 1997, Iranian intelligence organised a major summit of terrorist leaders from all over the world. The list of participants was impressive: Imad Mughaniyah and Abdul-Hadi Hammadi, both leaders of HizbAllah Special Operations; Ayman al-Zawahiri and another Egyptian “Afghan” commander who arrived from London; Ahmad Jibril, chief of the Popular Front for the Liberation of Palestine General Command(PFLP-GC); Osama Abu-Hamdan and Imad al-Alami of the HAMAS; Ramadan al-Shalah, chief of Palestinian Islamic Jihad; and three commanders representing branches of HizbAllah in the Persian Gulf States.

Participants at the terrorist summit examined the Islamists’ ability to markedly escalate the struggle against the U.S.-led West. Several senior Iranian officials (told) the terrorist leaders “to be ready to launch an unprecedented international terrorist campaign.” Mohsen Rezai(IRGC Chief Commander) said “we (must) declare a jihad everywhere.”

(Key objectives were:) "The launching of attacks against diplomatic missions and commercial legations and the assassination of representatives of the three countries[*]. This summit focused on the “immediacy” of “embarking on a worldwide and unprecedented campaign of terror.”’
