If you are not gaining than you are not eating enough. Start a log as @blshaw suggested.
It’s so much easier for people to give you advice if they can see what you are eating and what your daily training looks like. It’s a great way to feel accountable as well. Here’s a link to my log from my last contest prep. There are also many others in the “training log” section
