I apologise. I sometimes forget how different cultures are after doing business with China for so long.

This is likely how it played out.

The official let him sell the shark at the market because it was dead(which would allow it to be sold legally) and he had a story to back up how he came into possession of it. The important thing is not how true the story sounded, but the fact that he actually had a story that would require involvement of another government department to disprove.

So, avoiding further hassle, and with some bribe money for the official’s troubles to close the case, the shark was free to be sold.

If you have a hard time comphrehending this, just remember, if you go to a government hospital in China, sometimes you need to give the doctor a $200 bribe if you want to be treated properly.

You can get away with minor shit with low ranking but over-confident officials who have been taking tiny bribes for years.

For mid level and above, there are proper and very defined channels to go through. These officials are the fuckheads that just want to acquire their billions(RMB) and run off to Southeast Asia or Canada. They are greedy but not stupid.

If shit hits the fan, everyone gets fucked bigtime. The emergence of social media has let to the exposing and eventual downfall of quite a number of these fuckers.

Corruption against the state still carries the death penalty. And the State comes down VERY HARD to set examples.
