I’m running a 4 week dbol and 12 week test e cycle. I’m at my second week and started 250iu HCG Monday and planning on taking it every other day stopping 2 weeks before PCT. Is this the correct way?

That’s probably a larger dose than you need. Taking 250 twice a week should be sufficient. With test, dbol, and too much HCG you run the risk of having sky-high e2 very quickly.

I mixed 2ml bacteriostatic water into 5000iu. I have a 100 unit pin. How far back (Units) am I taking if I want 250iu?
So right now you have a solution with a concentration of 2500 IU/mL
For 250 IU, you would need 0.1 mL which I think is equal to 10 units.
How often are you using this per week? Are you using it for fertility?
