Well, they doubled his already single-digit SHBG. So in one sense, yes that is substantial (it’s double!!). But, in another sense, he went from 8 to 14, woohoo, not gonna make a noticeable impact on how he’s metabolizing his test, primo, var, GH, etc.
Show me an increase from 8 to 20 and I might just try it. Also, in that video, he explains that he would get a similar or better response from a SERM as the Turk/Ecdy.
