Seemed pretty clear to me that the quote was made by Obama.

So we are all now even more doomed than they said we were only two years ago.

Actually cats increase CO2 output. They reduce Toxic gases (several of which are converted TO CO2).

A three-way catalytic converter has three simultaneous tasks:

Reduction of nitrogen oxides to nitrogen and oxygen: 2NOx → xO2 + N2
Oxidation of carbon monoxide to carbon dioxide: 2CO + O2 → 2CO2
Oxidation of unburnt hydrocarbons (HC) to carbon dioxide and water: CxH2x+2 + 2xO2 → xCO2 + 2xH2O

In the first reaction, we reduce the amount of nitrous oxide, which is actually a very potent green house gas. It has a global warming potential 310 times greater than CO2 (by mass).

In the second reaction, CO is almost as effective a green house gas as CO2. CO isn’t stable and will naturally decompose into CO2 (as long as global warming doesn’t reach 700 C anyhow) So the CO will naturally decay into C)2.

In the third reaction, we create CO2, but methane (the x=1 case) is much more effective than CO2 as a green house gas.

So, a catalytic converter does a great deal of good in reducing greenhouse gases.
