To answer the OP’s question…it’s called passive-aggressiveness.
Pass-aggressive is being aggressive by NOT doing something. In this example it’s by intentionally NOT getting out of the way.
I grew up in the south so maybe this is just particular to this region. But I can recall all of my life witnessing this type of passive-aggressiveness from many black people. This is not to suggest that all black people are passive-aggressive. But anyone with an I.Q. over 75 can identify patterns.
I remember in school being irritated by a group of black folks meandering down the hallway at about -2 mph, 7 abreast across the hall way so that no one who gave a damn about getting to class on time could pass without an issue. This is classic passive-aggressive behavior.
Now does that mean that I was pissed because of the color of their skin? No! I was pissed because it was so damn passive-aggressive. And am I a racist because I can recognize the fact that the VAST majority of the time that I found myself dealing with this the folks were black? No!
This is actually true. I was making fun of it too the other day. people who say its got nothing to do with race are either naive or not living in cali. I drive through L.A ghetto pretty often, and you see black folks walking the road slowly all the time.
