It is a real estate/investment term where the seller gives the buyer the option to purchase within a certain time frame, but can keep the property on the market and can accept another offer.

Usually if a property owner wants to sell and is given an offer, they have to take that same offer to the person who holds the right of first refusal. There can be all sorts of additional terms written into a Right of First Refusal.
I’ve put together several of these while working in commercial real estate. The Tenant is usually the one who has this right and only so long as they are a Tenant.

Thanks for clarifying :). I only have a limited knowledge of real estate for the handful of properties I have bought and have never used a right of first refusal before.
